Parish/Town Councils are independent of the District Council, although they normally maintain a close working relationship with us.
Their powers vary depending on how large and how active they are. Some meet infrequently (but at least four times a year, including one public meeting) and are responsible for very few matters. Some larger parishes look after items such as street lighting, litter bins, bus shelters, village halls, war memorials and markets.
Councillors have an active interest and concern for their local community. They represent local people and work in partnership with them and others when necessary. They help with decisions on local services and Council policies.
Councillors are not paid and have to abide by a local government code of conduct. They must declare any financial interests in the parish - such as employment, businesses and land ownership. Councillors must also declare a personal or prejudicial interest in any matter being discussed at a parish council meeting.
Parish Meetings
Parish Meetings are arranged in parishes where there is no Parish or Town Council. They must assemble annually on some day between 1 March and 1 June and on one other occasion during the year. Their meetings are open to the public, but only registered electors for the Parish can speak and vote on any proposal. A Parish Meeting is not a corporate body. A Parish Meeting is unable to own property, sue, or be sued. It is not a local authority. Its powers are not as wide as those of a Parish Council. 29 of the Parishes in the Derbyshire Dales have Parish Meetings, which consist of the local government electors for the Parish themselves.
