RESOLVED (unanimously)

That the minutes of the meeting of the Local Plan Sub-Committee held on 30 November 2023 be approved as a correct record.

The Chair declared the motion CARRIED.

As per Procedural Rule 14.4 at any one meeting no person may submit more than 3 questions and no more than 1 such question may be asked on behalf of one organisation.

There was no public participation.

Members are required to declare the existence and nature of any interests they may have in subsequent agenda items in accordance with the District Council’s Code of Conduct. Those interests are matters that relate to money or that which can be valued in money, affecting the Member, their partner, extended family and close friends. Interests that become apparent at a later stage in the proceedings may be declared at the time.

There were no declarations of interest.

This report summarises the work produced by Iceni Projects on updated evidence on housing needs for Derbyshire Dales. It provides evidence in relation potential changes in the local housing and economy over the period to 2040, and makes suggestions about the approach that the District Council should take in relation to the revised Derbyshire Dales Local Plan.

Representatives of Iceni Projects gave a presentation to Members which covered the outcomes of work completed in producing the updated Housing Needs Assessment (included at Appendix 1 to the report).

The Policy Manager presented to Members a report that summarised the work produced by Iceni Projects on updated evidence on housing needs for Derbyshire Dales. This work provided evidence in relation to potential changes in the local housing and economy over the period to 2040. The work provided suggestions about the approach that the District Council should take in relation to the revised Derbyshire Dales Local Plan.

The July meeting of the Local Plan Sub-Committee resolved that an update to the Iceni Projects Housing Needs Assessment (HNA) (2021) be commissioned and that the results of that exercise should be reported to a future meeting of this Sub-Committee. Iceni Projects were subsequently commissioned to undertake this work in August 2023 and the final draft of the Housing & Employment Land Needs Assessment Update 2023 which as detailed previously, was presented to Members.

Members endorsement was sought for the updated HNA and agreement that the contents of this document would be taken into account in the future review of the Derbyshire Dales Local Plan.

RESOLVED (unanimously)

1.    That the contents of the Iceni Projects updated Housing Needs Assessment 2023 be endorsed.

2.    That the contents of the Iceni Projects updated Housing Needs Assessment 2023 be taken into account in the future review of the Derbyshire Dales Local Plan.

3.    That a further report be brought to this Sub-Committee which sets out policies and proposals that address the consequences of the Iceni Projects updated Housing Needs Assessment 2023.
